Coming home to the Philippines from the Gulf: tax and your SSS
- As an overseas contract worker abroad, the Tax Code taxes only your income from sources in the Philippines (section 23).
- When your Gulf job ends you can keep paying SSS on a voluntary basis to keep your full benefits.
- Ask BIR how your end of service pay is treated if it is paid after you are home.

Leaving Qatar with pay still owed? File your claim before you fly. A claim lapses 1 year after your contract ends (Art. 10). Filing with the Ministry of Labour pauses that clock (Art. 115 bis). Get your Qatar claim date, or read the Qatar claim steps.
How the Tax Code treats you while you work abroad
Section 23 says a citizen living in the Philippines is taxed on income from everywhere. A nonresident citizen, and an overseas contract worker, is taxed only on income from sources in the Philippines.
Section 22(E) lists who is a nonresident citizen. One case is work abroad that needs you physically there for most of the taxable year.
The year you come home
Section 22(E)(4) covers the year you return to stay. For income from abroad, you are still a nonresident citizen that year, up to the date you arrive. You must be able to show the Commissioner that you came back to live.
Ask BIR how your end of service pay is treated, whether it is paid before or after you arrive.
Your SSS after the Gulf job ends
SSS says land-based OFWs are compulsory members, covered in the same way as the self-employed. All SSS benefits apply to covered OFWs, subject to their qualifying conditions.
When your overseas job ends you may keep paying on a voluntary basis to keep your rights to full benefits. The lowest monthly salary credit for a land-based OFW is P8,000.
Contributions for January to September are due by 31 December, and for October to December by 31 January. Check the current rate on the SSS contribution table.
Sending it from the Gulf
These services send money online from each Gulf country, paid for in that country:
- From the UAE: Western Union and Remitly.
- From Saudi Arabia: Western Union and STC Bank.
- From Kuwait: Western Union, LuLu Money, BEC Pay and Al Mulla Exchange.
- From Qatar: Western Union.
- From Oman: ask your bank or an exchange house for a quote.
- From Bahrain: Western Union.
Ask each for a quote to the Philippines for the same amount, and compare what arrives.

- Can I keep paying SSS after my Gulf contract ends?
- Yes. SSS says OFWs may continue on a voluntary basis after the overseas job ends. That keeps their rights to full benefits.
- Is end of service pay taxed if I receive it after I am home?
- In the year you return, the Tax Code treats you as a nonresident citizen for foreign income until you arrive. For money paid after that, ask BIR.
