Do I need to subscribe to ILOE in the UAE?

Yes, unless you are in an exempt group (Decree-Law 13/2022, Art. 3). With a new work permit, subscribe within 4 months, or MoHRE fines you AED 400.

Checked 21 October 2026

ILOE, the Involuntary Loss of Employment scheme, pays part of your basic pay for a while if your employer ends your job.

It covers private-sector and federal government workers, Emiratis and residents alike.

Get your datesFor when this job ends: every deadline as a date.

What to do now

  1. Check whether you are in one of the exempt groups.
  2. Subscribe on the ILOE website or app within 4 months of your work permit.
  3. Choose a payment schedule you can keep, and keep the receipts.

What to ask HR

  1. What basic pay is on my work permit and contract?
  2. Which ILOE category does my basic pay put me in?

Who is exempt

  • Investors who own and run their whole business.
  • Domestic workers.
  • Workers on temporary contracts.
  • People under 18.
  • Retirees with a pension who join a new employer.

What it costs

The premium depends on your basic pay, which the scheme calls your subscription salary (Cabinet Resolution 97/2022, Art. 7).

  • Basic pay of AED 16,000 or less: up to AED 5 a month.
  • Basic pay above AED 16,000: up to AED 10 a month.
  • VAT is added to the premium (Ministerial Resolution 604/2022, Art. 3).

You can pay monthly, quarterly, every 6 months or once a year (Ministerial Resolution 604/2022, Art. 5).

How to subscribe

The ILOE website and app charge no service fee (iloe.ae). Exchange houses, kiosks, some bank apps and business service centres also take subscriptions, some with a service charge.

The fines

  • AED 400 for not subscribing (Cabinet Resolution 97/2022, Art. 8).
  • AED 200 for premiums unpaid for more than 3 months.
  • Unpaid fines can be taken from your salary or your gratuity.

Why an early start helps

A claim needs at least 12 months in a row on the scheme, with every premium paid on time (Cabinet Resolution 97/2022, Art. 9).

It pays 60% of your basic pay for up to 3 months per claim. It does not pay after a resignation or a disciplinary dismissal.

The monthly payment is capped at AED 10,000 or AED 20,000, by category (Cabinet Resolution 97/2022, Art. 10). It comes on top of your gratuity and stops when you start a new job.

Before you sign

  • Check your basic pay, because it sets your premium and any payout.
  • Note the date your work permit is issued, so you subscribe within 4 months.
  • Keep proof of each payment, because a claim needs 12 months in a row on the scheme.
